禁閉室

針對陸軍下士洪仲丘被虐死案，民進黨立委薛凌今(21)日指出，依照國軍禁閉室管理規定，每一位禁閉生每晚均需撰寫悔過心得，洪仲丘在關禁閉期間也照規定每天撰寫心得報告。
根據軍方內部透露，洪仲丘在關禁閉期間所寫的每一字句，裡面有重要關鍵內容，爆料者指原本洪仲丘是字字被冤枉含冤血淚，因洪仲丘未針對是否認錯、悔過方面撰寫。此一心得，現在更傳出軍方要求其重寫，以避免心得內容在由旅級長官派員來主持「我的心得」檢討會被長官發現問題而懲處。
薛凌向陸軍進行查證，陸軍證實，洪仲丘在關禁閉期間確實依照規定有撰寫心得，但此份洪仲丘生前最後心得，目前已被軍事檢察官列為證據查扣，至於內容為何？因偵查不公開，軍方不便提供，又是否有不符軍方所要求標準而重寫，目前軍方對此不願表示意見，只以一切交由軍檢偵辦做為回應。
薛凌指出，洪仲丘生前所寫心得內容，軍檢單位列為偵查不公開之重要證物，顯見該內容與洪仲丘遭虐死案有極大關聯，她希望軍檢單位針對洪仲丘生前在禁閉室操練期間所寫的內容及是否被要求重寫一事對外說明清楚，或至少要提供給洪家及洪家委託律師知道。
薛凌強調，依照「國軍禁閉室管理作法」第十六條規定，禁閉(悔過)執行期滿應收閱反省心得資料，並親寫「悔過保證書」，由原單位攜回。薛凌也透露，依照該辦法，禁閉生在關禁閉(悔過)期間每日需撰寫「反省錄」等，每週會實施「我的心得」檢討會，以集體檢討方式，相互檢討，彼此反省，並由人行科排定旅級（含）以下單位少校以上幹部輪流主持。
