台灣總人口數2300百萬人，2013年死於交通事故的人數是1928人；但反觀日本，總人口數1億3000萬人，是台灣人口的4‧6倍，但交通事故死亡人數才4411人，只有台灣的1‧3倍。事實上，日本自1990年代後，交通事故死亡人數就不斷下滑，甚至創下51年前、2次世界大戰戰後的新低。這項紀錄，不但亞洲少見，連全球各國都嘖嘖稱奇。原因無他，日本的祕密武器就是「智慧交通」。而日本智慧交通的源頭，就是它的首都——東京。
