高雄市政府希望在高雄架設石化管線的廠商能將總公司遷到高雄，引發公安及稅收分配議題的探討，行政院長毛治國上午在立法院備詢前表示，公安議題如果用非公安方式解決可能徒爭困擾，這兩項議題的討論不能混為一談
