越南人來台遭到殺害法律問題

我的朋友來台旅遊.結果在借住的租屋處對面房間遭到殺害

結果警方要調監視錄影畫面的時候

屋主卻說因為沒裝好監視錄影器

所以調不到畫面

請問: 這樣對家屬以及屋主而言

有任何法律上的刑事?民事?或是道義上的責任歸屬

可追究的嗎?
