歐巴馬承諾 讓政府監控計畫更透明

美國總統歐巴馬週五（9日）表示，美國必須讓政府的監控計畫更加透明。他還說，透過合法途徑對這些監控計畫提出質疑的人是愛國者，但史諾登不在他們之列。

前美國國家安全局（NSA）雇員史諾登(Edward Snowden)6月揭發監控計畫後，讓美國政府飽受批評。

歐巴馬在週五舉行的記者會上，就一連串的國內和國際間所引發的監控問題發表看法。他說，在史諾登曝光美國監控計畫之前，他早就已經下令需重新審查政府的秘密監控計畫。

歐巴馬表示，他相信這些監控項目沒有被濫用；但是他也表示，美國人民也必須對這些項目有信心。他並承諾要和國會合作，從情報搜集制度上做到保護公民自由權利，恢復民眾的信心。

歐巴馬強調，美國將繼續每天搜集電話錄音等情報，但美國對偷窺一般民眾的生活，一點都不感興趣。

面對外界仍對監控計畫有不少質疑，歐巴馬也提出了幾項改革措施，包括重新檢視、修改允許搜集監聽電話記錄的「愛國法案」，以及設置一個諮詢小組對政府的監控權力進行審查。

當記者問到，今天的宣示是否意謂著史諾登揭露政府計畫做得對，歐巴馬則回答說，那些透過合法途徑對這些監聽計畫提出質疑的人是愛國者，但史諾登不在他們之列。
