台北市長柯文哲昨晚率兩位副市長拜會行政院，外界形容柯「軟釘子」，但柯文哲上午表示，這是先提出問題，設立聯絡窗口，也他不覺得是碰了軟釘子。

柯文哲昨天與行政院副院長張善政會面，除了提出空總換地案，也出奇不意要求與中央換地蓋社會住宅，以及希望政院解決市府代墊捷運蘆洲線、新莊線款項問題，令行政院措手不及。

柯文哲上午表示，此行是為了多年未解決的問題，他也不相信「坐下來一、二、三」問題就解決，而是要先協調溝通。

柯說，重點是不要怕有衝突，而是要有解決衝突的機制，也就是面對面溝通，這次有機會溝通，雙方也留下聯絡窗口。
