有媒體報導，前民進黨主席蔡英文確定回鍋角逐黨魁，但她將「選而不競」，也就是直接領表登記參選，不會特別對外舉行記者會「正式宣布」，對此，蔡英文辦公室發言人洪耀福今（3）日表示，「沒聽說這件事」，對於究竟何時宣布參選？洪耀福則說，「就沒進度啊！不要再問了」！

根據中時今天最新報導，蔡英文將「選而不競」黨主席，雖然還是無法避免與現任蘇貞昌正面對決，但以領表登記取代公開宣布挑戰，還是有助讓對立氣氛降到最低，避免和蘇貞昌陷入「兩個太陽」的惡鬥，也替未來整合預先鋪路。

對此報導，洪耀福說，他沒聽說過這件事，也不知道是那來的消息，對於蔡英文會不會參選？何時宣布參選？洪耀福僅表示，「就沒進度啊！不要再問了」， 他強調，一切以蔡英文本人說了算。

至於蔡英文昨天南下高雄，被媒體問到是否這個月要宣布參選黨主席時，她也僅表示，「時間到了就告訴你們」。
