清明節是國人必定返鄉祭祖的重要節日，今年又逄逢四天連續假期，假期第一天晚間，值南來北往車輛如潮之際，嘉義縣警局員警却會同公路警察局在高速公路，嘉義交流道南下入口匝道實施酒測臨檢，造成清明返鄉車輛回堵於匝道，而引發民怨。

2日晚間，是清明節連續假期的第一天，國人慎終追遠習俗，視清明為重要節日，如非特別重要情事，一定會攜家帶眷返鄉祭祖，往往造成高速路的車潮如織，嚴重則會讓高速公路變成大型的停車場，輕則造成車輛回堵或龜速；可嘉義縣警察局等單位卻利用當下在高速公司入口匝道圍路對過往人車實施酒測，造成可避免性的車輛回堵而惹民怨。

縱然，負責施檢員警態度有禮，但已造成回堵車輛情形，引發用路民眾「有必要嗎？」的怨懟不滿與不便，不禁質疑執法時機的適當性。
